Executive Order No. 4 aims to prevent State agencies from proposing any future new unfunded mandates on local governments. Agencies are required to provide fiscal analysis and input from the affected local government units, businesses and stakeholders. This is a welcome step from the Governor and demonstrates sensitivity to the important role mandates play in the uncontrolled growth of property taxes. (full message)
